Checklist: Risk analysis of pressurised equipment

Notified bodies want to see that the facilities comply with the safety requirements set out in Appendix 1 - Essential safety requirements in [AFS 2023:5]. The obligations resulting from the essential safety requirements for pressurised equipment specified in Annex 1 of [AFS 2023:5] are also applicable to aggregates, when there is a corresponding danger. The essential safety requirements established in [AFS 2023:5] are binding. The obligations resulting from these essential safety requirements are only applicable if a corresponding danger exists for the pressure-carrying devices concerned when they are used under such circumstances as the manufacturer can reasonably foresee.

The manufacturer shall analyze the hazards and risks to determine which are applicable to the equipment with respect to the pressure. The equipment must then be designed and manufactured with the guidance of this analysis. The essential safety requirements shall be interpreted and applied in such a way as to take into account both the current technical level and common practice at the time of design and manufacture, as well as the technical and economic considerations compatible with a high level of protection for health and safety.

Pressurised equipment must be designed, manufactured, checked and, where applicable, equipped and installed in such a way as to ensure their safety when put into service in accordance with the manufacturer's instructions or in the circumstances that can be reasonably foreseen.

In order to choose the most appropriate solutions, the manufacturer must apply the following principles in the order in which they are listed:
- Eliminate or reduce hazards as much as reasonably possible.
- Take appropriate protective measures against the hazards that could not be eliminated.
- Where appropriate, inform the users of the remaining dangers and point out whether appropriate special measures are necessary to reduce the risks during installation and/or during use.

If there is a known or foreseeable risk of misuse, the pressurised equipment must be designed in such a way as to eliminate the risk of such misuse. If this is not possible, it must be indicated in a suitable way that the pressurised equipment must not be used in this way.

The EU directive for pressurised equipment, 2014/68/EU, and its annex for essential safety requirements is translated and implemented in the Swedish Work Environment Authority's regulation [AFS 2023:5] Appendix 1 - Essential safety requirements.
