Risk assessment for the use of pressurised equipment

When using pressurised equipment, the operator is required to do a risk assessment in accordance with AFS 2023:11, Chapter 9. Requirements for the operator can also be found in Chapter 10, in addition to the requirements for assessment by an accredited notified (inspection) body. SSG 2113 serves as a tool for conducting a risk assessment in line with the regulations.
It is important to divide and categorise systems to make it easy to keep track of what has been assessed and what has not. A paper machine's systems can for example be divided according to designations such as steam systems, condensate systems, hydraulic systems, compressed air systems and so on.

The risk assessment can be carried out, for example, by walking along the system section or conduct a visual risk assessment while completing the checklist. It is advisable to have a person with maintenance knowledge present, who can clarify which work operations are involved, ensuring that measures and action plans are relevant when observations are transferred to inspection programmes. This standard is based on SSG 2118E Risk Management Template with content for pressurised equipment, but additional risk assessment using other traditional risk analysis methods for technical systems may be required, such as Preliminary Hazard Analysis, HAZOP, What-If, FMEA etc. Requirements for this are specified in the Swedish Work Environment Authority's regulations on pressurised equipment.
